Paris will host the 2024 Olympic and Paralympic Games.
Koike and Hidalgo met in Tokyo on Saturday.
A joint declaration issued after their meeting states the two cities will work to promote sports so that all citizens, including people with disabilities, can enjoy them.
They also pledged to share expert knowledge to build carbon-neutral societies.
Hidalgo said the international community should view the Tokyo Games as a success considering the circumstances under which they were held, and that Paris will succeed the legacy of the Games and enable everyone to enjoy sports.
